Sheinbaum Responds to US Election Results, Reports 67% Progress on Michoacán Plan

Mexican President Claudia Sheinbaum said on Nov. 4 that Mexico would pursue constructive ties with the United States after Democrats won control of Congress, while insisting on respect for Mexican sovereignty. Her administration also presented a one-year update on its Michoacán development plan, reporting 67% progress and MX$72.431 billion spent.

Cooperation With Washington, Without Subordination

Sheinbaum said the Democratic victories in the Nov. 3, 2026 midterms reflected US voters' sentiment. Democrats secured majorities in both the House and Senate, taking control in January 2027. AP News described the result as a broad rebuke to President Donald Trump.

The president singled out California Gov.-elect Xavier Becerra and Texas Gov.-elect Gina Hinojosa, noting their Mexican heritage and connections to the Mexican community. Becerra became the first Latino elected California governor by popular vote. Hinojosa became the first Hispanic woman elected governor of Texas, defeating Republican incumbent Greg Abbott and ending more than three decades of Republican control of the governorship.

Sheinbaum stressed the importance of political representation for the nearly 40 million people of Mexican descent living in the United States. She said Mexico would seek a constructive relationship with Washington regardless of which party governed, but cooperation must respect Mexican sovereignty rather than entail subordination.

The election could affect the political setting for bilateral trade and security discussions. Sheinbaum nevertheless urged caution in interpreting the outcome and offered no detailed assessment of its implications for Mexico's government.

Michoacán Plan Reaches Its One-Year Review

At the Nov. 4 presentation, the government reported 67% progress across the 12 action areas of the Plan Michoacán por la Paz y la Justicia. Spending had reached MX$72.431 billion against an estimated MX$118 billion investment for 2025-2030. The progress figure and spending total were reported separately.

The review came one year after the plan's launch and the assassination of Uruapan Mayor Carlos Manzo. Sheinbaum did not address security issues, saying a separate security report would be presented on Tuesday, Nov. 10.

Business Investment and Transportation

Deputy Minister of Foreign Trade Luis Rosendo Gutiérrez outlined a portfolio of 24 investment projects in Michoacán valued at MX$1.337 billion. Companies named in the presentation included steelmaker ArcelorMittal, energy company Enel and food company Grupo Bafar.

Investment promotion committees are operating in Uruapan, Lázaro Cárdenas and Apatzingán. Officials also reported work to digitize more than 25,000 micro, small and medium-sized enterprises, alongside training for entrepreneurs and students.

Construction of a new economic development hub is expected to start in November 2026, with a reported investment of MX$9.3 billion. The project has a master plan and includes a connection to federal highway 120. It forms part of the government's effort to attract economic activity and expand the state's productive capacity.

Infrastructure, Communications and Transport Secretary Jesús Antonio Esteva Medina said six highway modernization projects cover 411 kilometers and have a combined value of MX$41 billion, using mixed investment. They cover the La Paz-Cuara-Uruapan, Zitacuaro-Omarabatio, Uruapan-Nueva Italia, Ramal de Acceso-Uruapan, Nueva Italia-Lazaro Cárdenas and Uruapan-Samora corridors.

An additional MX$2.12 billion is estimated for 80 community-built roads totaling 325 kilometers. Those roads are intended to connect communities with regional economic centers.

Electricity, Internet and Water Works

Energy Minister Luz Elena González said 1,256 electrification projects had been completed at a cost of MX$508 million, benefiting 23,299 residents. The government put household electricity coverage in Michoacán at 99.99%.

Officials said irrigation modernization had been completed across 1,300 hectares in the Morelia-Querendaro district, with approximately MX$500 million invested. Water supply and drainage works are underway in all 113 municipalities, backed by a reported MX$1.5 billion.

Scholarships, Health Care and Social Support

The government reported nearly MX$6 billion in scholarships for 795,717 public school students in Michoacán. Education Minister Mario Delgado Carrillo said the Gertrudis Bocanegra scholarship reaches more than 55,000 university students.

Three Rosario Castellanos universities are operating in Zacapu, Múgica and Zitácuaro, with a combined enrollment of 1,807 students and investment of MX$263 million. Officials reported 37 higher-education projects in progress. For upper-secondary education, 23 of 90 planned expansion actions are underway, with the expansion expected to add 10,000 places.

IMSS Director General Zoé Robledo said 2.5 million vaccine doses had been administered and health fairs had delivered more than 502,000 consultations and services. IMSS has also performed cataract surgeries and is building hospitals in Villas del Pedregal, Morelia, and Zitácuaro.

Eight health facilities are being developed under IMSS-Bienestar in Tierra Caliente to expand access to care.

Well-Being Minister Leticia Ramírez Amaya put 2026 social investment at MX$30.451 billion, reaching more than one million beneficiaries in Michoacán. The funding covers pensions, support for people with disabilities and working mothers, and home-based health visits.

Farm Purchases and Tourism

María Luisa Albores, head of Food for Well-Being, reported purchases of 1,034 metric tons of lentils from Coeneo and Huaniqueo producers for MX$23.1 million. The lentils are distributed through more than 27,000 stores.

Tourism Minister Josefina Rodríguez Zamora said Michoacán received 2,464,000 tourists from January through August 2026, generating US$186.2 million in economic activity. Officials reported visitor growth of 10.1% from the same period in 2025.

The state also reported a record Noche de Muertos, or Day of the Dead, season: 1,031,000 visitors, up 104% from 2025, and more than MX$1.96 billion in economic activity. The government is investing MX$300 million in tourism infrastructure in coordination with the National Fund for Tourism Development, known as Fonatur.
