Developers Pitch Surf-Lagoon Living to Luxury Homebuyers

Clint Tasset chose Los Cabos, Mexico, for a family surfing retreat, but he plans to ride machine-made waves rather than the ocean. His planned home at Cabo Real Surf Club is part of a market for residential communities built around artificial surf lagoons, with projects also taking shape in Texas and Utah.

A private surf club on the coast

Tasset paid a $600,000 deposit last year toward a $1.8 million lot at Cabo Real Surf Club, according to The Wall Street Journal. He plans to build a $3 million house across the street from the beach, at a private residential club beside a wave-making lagoon.

The club's centerpiece is a four-acre Endless Surf ES48 basin designed to generate customizable waves as high as seven feet and rides lasting as long as 25 seconds. Described as North America's first Endless Surf basin, it is scheduled to open with the surf clubhouse in late 2026, WavePoolMag reported.

Meriwether Companies and the Sanchez Navarro family are developing the club within the 3,000-acre Cabo Real masterplan. In June 2026, the club reported that total sales transactions had exceeded $200 million. Buyers had reserved all 31 Surf Casitas released on May 18; Villa Homesites, Boardwalk Homes and Estate Lots were still available.

Homes beside Waco's waves

In Texas, developers plan to add housing next to an established surfing destination. The Desperado would occupy 450 acres adjacent to the 500-acre Waco Surf development in Waco, with 88 homes and a second surf lagoon.

Austin-based ICON is to 3D-print the homes in concrete. Plans call for 44 standalone houses and 44 duplex townhomes, with single-family prices ranging from about $1.6 million to an upper end of roughly $3.2 million to $3.3 million. According to KWTX's July 2026 reporting, compiled by International Surf Properties, developers were targeting a fall 2026 sales launch and completion of the first homes in summer 2027.

The neighboring surf facility began operating in 2018 under the name BSR Surf Resort and took the Waco Surf name in 2022. Its pool runs on American Wave Machines' PerfectSwell technology and has served as a training site for USA Surfing.

Two Utah communities, different wave systems

Zion Shores, in Washington City near St. George, plans to offer 65 residential lots starting at $1.5 million. Its surfing facilities will combine a PerfectSwell traveling-wave lagoon with two UNIT systems: an 18-meter standing wave and the first installation of UNIT Surf Pool's 50-meter Dynamic Wave.

Southern Shores, in nearby Hurricane, has already welcomed residents. That gated water-sports community combines a UNIT Surf Pool standing wave with wake and cable lakes.

Water needs, construction costs and delays

The developments require substantial water and capital commitments. Zion Shores estimates annual water use of about 30 million gallons across the entire development. For comparison, it cites annual consumption of 120 million to 150 million gallons for a typical southern Utah golf course, according to International Surf Properties.

The same source puts the scale of investment in context: DSRT Surf in Palm Desert, California, was reported in 2024 as a $236 million project, while the wider Atlantic Park development in Virginia Beach cost about $350 million.

Other surf projects illustrate the risk of missed schedules and interrupted operations. California's Thermal Beach Club received approval in 2020 with an opening targeted for 2024; by 2026, it expected construction to begin in 2027 instead. In Bristol, England, The Wave abruptly shut down in June 2025 because of a funding dispute.
